Does anyone know who to call when there's a bag with a bad odor and magets behind your house?

There has been this horrific smell for about a week now, we assumed that it was a dead animal somewhere. Any way we went searching to see where the smell came from, cut down weeds trimed bushes, and found a plastic bag with another bag inside. It was covered with flies and magets. I don't want to move it because I don't know what's in it. The bag is big enough to hold any animal and or a small child. The inside bag or bags are white ( can't see through) and the top layer bag is thick and clear.

Call the sheriff or the county health department
Reply:Call your local police office - the number will be in the blue pages of your phone book. They will either respond to your call or provide you with the name %26amp; phone number of the responsible authority. I know you know this but I'll remind you anyway, this is NOT a 911 emergency.

Reply:Call the police even though it is probably a bag of old food or a dead animal that someone tossed out there.
Reply:the police just to make sure and it could potentially hold an adult human too if the person who left it was sick enough to chop the person up...*shiver* anyways call your local PD they can come in and see if it is indeed something to be looked into or if its just someones rotting garbage.
Reply:You do not know what it is. Always opt for the cautious role and contact local law enforcement. It could be garbage, animal remains or worse yet human remains. You don't want to be the one disturbing what could be a criminal disposal.
